California, for the first time ever, lost a congressional seat. But the state didn’t lose people. Its population grew by 2.3 million, or 6%. The nation, however, grew even more, by 7.4%. Los Angeles County’s population now numbers 10,014,009 residents. It added 195,404 people in the past decade, or about the equivalent of the entire population of Mobile, Alabama. But that is still the slowest growth ever recorded for the county over a 10-year period. See Article Is the Count Correct?
The 2020 housing boom may “take a couple of years to fully translate into dramatically higher property tax bills because counties usually reassess property values every few years, often three-year intervals,” Brian Davis of Spark Rental, which provides software for housing providers, told realtor.com®. About 34 states restrict how much taxes can increase in a single year too, providing some level of protection to homeowners. A rule change approved by the Los Angeles City Council could make it a little bit easier to find affordable housing. The L.A. Council voted to require that all covenanted affordable units in the City of Los Angeles must be listed publicly on the website lahousing.lacity.org, as well as the on leasing website for any relevant project. Additionally, the Council’s instructions to the Housing Department and City Attorney also require an open application process for the new units. Until now, the process of actually applying for (and securing) one of those coveted affordable units is often unclear. While any income-restricted financed by the city is listed publicly, projects built with private funds had until now not been subject to the same requirement. Go To Article

Workforce housing properties were acquired by the cities of Glendale and Pasadena from the issuance of more than $481.5 million in tax-exempt Essential Housing Revenue Bonds through the California Statewide Communities Development Authority’s (CSCDA) new Workforce Housing Program. After years of debate, the Los Angeles City Council on Wednesday, June 23, 2021, passed an ordinance giving renters new protections from landlords who harass them. The ordinance lists a number of actions that could constitute harassment, including: Reducing the services outlined in a tenant’s lease (for example, taking away a parking space) Failing to perform necessary repairs Unlawfully entering a tenant’s unit Threatening physical harm Refusing to accept payment of rent Asking tenants to disclose their immigration status or threatening to report them to authorities Other repeated acts that “substantially interfere with or disturb the comfort, repose, peace or quiet of a tenant” Tenants will be able to sue landlords for violating any of the provisions in the ordinance.
