The REALTOR® Party of California was in strong opposition against this legislation for threatening the rights of property owners afforded under the Ellis Act. After years of debate, the Los Angeles City Council on Wednesday, June 23, 2021, passed an ordinance giving renters new protections from landlords who harass them. The ordinance lists a number of actions that could constitute harassment, including: Reducing the services outlined in a tenant’s lease (for example, taking away a parking space) Failing to perform necessary repairs Unlawfully entering a tenant’s unit Threatening physical harm Refusing to accept payment of rent Asking tenants to disclose their immigration status or threatening to report them to authorities Other repeated acts that “substantially interfere with or disturb the comfort, repose, peace or quiet of a tenant” Tenants will be able to sue landlords for violating any of the provisions in the ordinance. Eugene M. Pepper 1933 – 2021 The real estate community lost a Legend. We lost a True Friend, Gene Pepper – a man with integrity and a strong moral compass. Born in Salt Lake City January 23, 1933, passed May 5, 2021, Gene is survived by his wife of 62 years Marilyn Miller Pepper, three children: Mike (Kathy), Dana (Dave), and Tracy (Loren), and six grandchildren. After graduating from Stanford University, where he was Junior Class President, he joined the U.S. Marine Corps officer training program called the Platoon Leader Class and was elected to the top five officers (out of 176) in Marine Corps Basic School in Quantico, VA. He served as a Platoon Leader, Executive Officer, Interim Company Commander and was promoted to Captain. With heavy hearts, this is to inform members that John Withers, Jr. passed away on Christmas Eve 2020. He was a long-standing member of the Glendale Association of REALTORS® and had just received his 45 Year Acknowledgement of Loyalty®. John also served as past President of the Burbank Board of REALTORS®. Born May 28, 1939, he grew up in Glendale, graduated from Hoover High School then went on to earn his B.S. from the University of North Dakota. His wife of 49 years, Kay Withers, passed away in July of 2010. He is survived by his two daughters, Kristi Cousens and Kimberly Beaton. He was 81 years old when he passed peacefully at home with family at his side. His daughters are planning to hold a Celebration of Life later this year. We recognize that times are tough for everyone during the COVID-19 public health crisis. Eldercare facilities have been the most vulnerable. GAOR President Steven Small worked closely with the Glendale City Council, and in particular Councilmember Paula Devine to identify the Glendale Post Acute Center as a facility in need of assistance. We learned that patients at this facility were experiencing great difficulties with managing their own physical conditions and trying to keep in touch with loved ones and members of their communities. Some members of the board came together to suggest that the association donate 50 iPads to the Glendale Post Acute Center. Our Board of Directors was happy to approve the donation. Beginning in 1995, the S.T.A.R. program was designed for at-risk children between the ages of 9 and 14. Most are from low to moderate-income families in South Glendale. Students enter the program recommended by teachers, school administrators, and others. Typically, STAR has 12-20 children enrolled in the program. Many come from impoverished family situations, single-parent homes, or those without nurturing parents or families.
